IF you still need him to be some doped up teen, then have him be smoking something more natural, such as a particular weed, or even chewing on some weed, as I think that did the trick to back in the day..

There wouldnt be gangs so much.. at least not as portrayed in your post, but there would definately be groups of kids wanting to protect their patch, so you dont need to modify it that much.

One thing you DO need to do with your post though is have him actually arrive at the school. ;D
