In pondering possibilities, I happened upon the idea of necromancers. This idea might infringe on the zombies plot, so it's fine if it gets kicked out, but I thought the idea was kinda cool. Anyways, here it goes.
The city of Necropylae is the capital of one of many city-states. Each city-state holds great power, and none would dare to challenge another lest they both collapse into ruin. Each develops its own culture and law, food and trade, and weapons and magic. Necropylae has always dealt in the magic of death, inspiring fear and revulsion from those of the other city-states. The magic developed by Necropylae's magi deals with spirits, trading favors from the spirits for tastes of life energy. With a sacrifice of some of one's life, the necromancers could tell the future, attain long-lost secrets, or form an invincible army. What always held the necromancers back from great power was the need for willing sacrifice of life, life which was not often cultivated in the city of Necropylae.
One day a great disaster struck a nearby city-state forcing refugees to flee to Necropylae in order to survive. Little did they know their apparent salvation would be their downfall. A group of necromancers driven by greed and lust for power gathered against the will of the council of Necropylae and plotted a way to tap into the life energy potential of the refugees, an entire city's worth of power in the palms of their hands.
Using the forbidden practice of inducing undeath, the necromongers (I know, i stole it from riddick, but it just sounds so cool), as they came to be called, raised an army from the generations of dead collected here and marched into the refugee camp. Together, the might of the armies under the focused control of the necromongers slaughtered a great many refugees, stealing their life energy and containing it in soul gems.
With this newfound strength, the necromongers turned against the council and slaughtered them, taking what power they had for themselves and completing their coup d'etat, securing their control of the city-state.
Once the power was in their collective hands, their greed and jealousy drove them against each other and they fought amongst themselves until driven to a relative stand-still, each staking their claim to part of the city and searching for ways to dethrone their rivals and become the lord of Necropylae.
Meanwhile, refugees, citizens, magi, and a couple surviving council members huddled in the dark hidden places of the city fighting for survival and a way to rid the city of the necromongers once and for all. Some hope that a nearby city-state will come to take advantage of this moment of weakness, while others hope to avoid notice of those surrounding for long enough to reestablish the power of Necropylae and return the lands to what they once were.
